PM-KUSUM Yojana is the flagship initiative of the Ministry of New and Renewable Energy (MNRE) enabling farmers, FPOs, and rural entrepreneurs to install standalone solar water pumps with 60% capital subsidy (30% Central + 30% State) and set up 500 kW to 2 MW grid-connected solar power plants on barren or agricultural land with guaranteed 25-year Power Purchase Agreements (PPA) with state DISCOMs.

Landowners, MSMEs, and project developers seeking to set up 500 kW to 2 MW solar power plants under Component A.

Component A: Solar Power Plants (0.5MW to 2MW)
Installation of decentralized, ground-mounted grid-connected solar power plants of capacity 500 kW to 2 MW within 5 km of 33/11 kV sub-stations with guaranteed feed-in tariffs.
Component B: Standalone Solar Pumps (up to 7.5 HP)
Installation of individual standalone solar-powered agriculture pumps of capacity up to 7.5 HP in off-grid areas with up to 60% government subsidy.
Component C: Feeder Level Solarisation
Solarisation of grid-connected agricultural pumps and agricultural feeders, allowing farmers to irrigate in daytime and sell surplus solar electricity back to the utility grid.
60% Combined Capital Subsidy
Central Financial Assistance (CFA) provides 30% subsidy and State Government contributes 30% subsidy. The farmer invests only 10%, with the remaining 30% funded via bank term loan.
25-Year Guaranteed Income PPA
State distribution utilities (DISCOMs) sign long-term 25-year Power Purchase Agreements (PPAs) to purchase generated solar power at pre-fixed tariffs.

Application Process
Feasibility Assessment & Component Selection
Determine the suitable scheme component (A, B, or C), evaluate land area, water table depth, HP requirement, or proximity to nearest 33/11 kV DISCOM substation.
DPR & Technical Documentation
Prepare the Detailed Project Report (DPR), single-line diagrams, land records verification, and financial viability model with Growthora's renewable energy team.
State Nodal Agency (SNA) Application
Submit application on the official state renewable energy portal along with land records (7/12, Khasra), Aadhaar, bank details, and requisite processing fees.
DISCOM Connectivity Approval & Vendor Installation
Obtain grid connectivity clearance from DISCOM. Empanelled MNRE-certified solar vendors supply, erect, and test the solar pump or power plant.
Inspection, Net-Metering & Subsidy Disbursement
State Nodal Agency and DISCOM conduct joint physical commissioning and install bidirectional net-meters, releasing the subsidy directly.
